evo-migrate Migration module for v1.4 & v2.04 to v3

I have written a module to migrate v1.4 and v2.04 evo websites to v3.

This programs transfers the current manager user, attributes and permissions to the web user table prior to installing v3.
v3 installation will move the tables to the new user table names.

Backup your files and database prior to running the module.

I've added a little bit more so it can import the old webgroup_access table into the new usergroup_access table.
This creates the correct weuser/document permissions in the user context for v3 installations.

Caveat: This only matches existing document groups between managers and webusers. It doesn't create new groups which will be missing.

Worked on it a little more. It now safely creates new user group names based on missing webgroup names so user permissions can be migrated during the v3 migration.
