You shouldn't need the "tvprefix" tag as you are not prefixing your TVs.
You also have "userfields" in the call - if there's nothing to use, remove it.
Trial and error:
The following are the differences that can be seen in your calls compared to the original tutorial:
Your blog overview page uses a cached DocLister call
call it uncached:
In the tutorial the tagLinks call ist called as "cached"

You are calling it "uncached"
[!tagLinks? &id=`[+id+]` &path=`37` &tv=`myTags` &value=`[+myTags+]` &label=`Tags: ` &separator=`, ` &format=`a` &element=`div` &newline=`0`!]
change it to cached
These few steps may or may not help - I don't know, but, following the steps exactly in the tutorial is a must - all calls should be as in the tutorial, including page and snippet caching.
It would also be more beneficial if you could post the rendered source code instead of images
